Training Package for Air Traffic Safety Electronics Personnel (ATSEP)

ATSEP training is intended for starting or already working IT and communication technology specialists, whose duties are involved with air traffic communication, navigation, surveillance and aeronautical data processing systems maintenance.
The training materials are compiled based on the European Commission implementing rule 2017/373 and related guidance materials.

Each training course will end with a test, and a certificate confirming the completion of the respective ATSEP course will be issued upon successful passing of the test.

The training takes place in Estonian or English in the Estonian Aviation Academy, on the customer’s premises, or over the Internet.

ATSEP Basic Training

ATSEP Basic Training is intended for personnel maintaining air traffic ground based communication, navigation, surveillance and flight data processing (CNS-ATM) systems.

After successful completion of the training, participants have acquired basic knowledge in the following topics:

  • Air traffic management infrastructure;

  • Quality and safety management systems related to CNS services;

  • Data handling and protection;

  • Arranging necessary processes for offering the service;

  • Occupational safety and working environment;

  • The basics of air traffic management;

  • Collecting and processing of aeronautical data;

  • Meteorology in aviation.

This training is the precondition for enrolment in ATSEP qualification training.

ATSEP Basic Training may be useful for people working in other domains, but who are interested in or need to have an overview of technical aspects of air traffic management.

The training lasts for 10 days.

ATSEP Qualification Training – Shared

ATSEP qualification shared training is intended for technical personnel maintaining air traffic ground based communication, navigation, surveillance and flight data processing (CNS-ATM) systems, and is the next level after ATSEP basic training.

The training will supplement the knowledge of people who have completed ATSEP basic training from the CNS services perspective:
  • Human factor and human-resource management;
  • Flight safety and safety management system;
  • Teamwork;
  • Security of data systems.
Due to the regulation, the qualification shared training is mandatory for all air traffic technical personnel.

The shared topics of ATSEP Qualification Training are covered with two separate training courses that last for 5 days in total. It is possible to order the data system security training separately (3 days).

ATSEP Qualification Training – Communication Stream

ATSEP Qualification Communication Stream Training is intended for technical personnel maintaining air traffic ground based communication, navigation, surveillance and flight data processing (CNS-ATM) systems, who must understand the air-ground and ground communication infrastructure needed for provision of communication services for air traffic (including most used interfaces and protocols).

Communication stream training consists of two separate modules: Voice and Data communication. Practical radio communication measurements and setting up data network exercises are part of the training.

The training lasts for 10 days. It is possible to order the Voice (5 days) or Data communication training (6 days) separately.

ATSEP Qualification Training – Navigation Stream

ATSEP qualification navigation training is intended for technical personnel maintaining air traffic ground based communication, navigation, surveillance and flight data processing (CNS-ATM) systems, who must understand the navigation infrastructure (NDB, VOR, DME, GNSS and VHF DF) and instrument landing system (ILS).

The training involves practical exercises in the helicopter and flight simulator and in the communication and navigation lab at the Estonian Aviation Academy.

ATSEP Qualification Training – Surveillance Stream

ATSEP qualification surveillance training is intended for technical personnel maintaining air traffic ground based communication, navigation, surveillance and flight data processing (CNS-ATM) systems, who must understand technologies used in air traffic for aircraft surveillance (primary radar, secondary radar, multilateration, ADS), surveillance data exchange protocols and user interface for representing surveillance data.

ATSEP Qualification Training – Data Processing Stream

The data processing stream of ATSEP qualification training is meant for technical personnel maintaining air traffic ground based communication, navigation, surveillance and flight data processing (CNS-ATM) systems who must understand air traffic management supporting data processing systems, their hardware and software components, architecture, functionality and setting-up.

The training involves processing of surveillance and flight data, safety nets and the exchange of most common flight messages. The training gives participants a thorough overview of processing and presentation of surveillance and flight data, and is a preparation for system rating by manufacturer.

ATSEP Qualification Training – System Monitoring and Control Stream

The system monitoring and control stream of ATSEP qualification training is meant for technical personnel maintaining air traffic ground based communication, navigation, surveillance and flight data processing (CNS-ATM) systems who monitor system working conditions and must understand functioning and controlling of air traffic management infrastructure.
The training covers the most important ground systems for communications, navigation, surveillance and data processing, buildings and facilities for creating a suitable working environment.

The training also covers technical supervisors communication procedures with users, system monitoring procedures and actions to be taken in case of malfunctioning systems or non-conforming service.
