If you need to fly beyond the pilot's line of sight, fly a drone heavier than 25kg, transport dangerous goods, sprinkle, spray or drop substances/objects from the drone, fly over bystanders (e.g. in settlements) or do anything else that is not permitted in the Open category, then it is likely that you will need to operate drones in a specific category. To operate in the specific category, the operator must have an operational declaration, operational authorisation or light unmanned aircraft system operator's certificate (LUC). All of the above require obtaining or compiling supporting documentation to a varying extent, completing forms and compliance matrices and compiling an operations manual. Estonian Aviation Academy offers consultation service for this purpose, where we individually help the client understand the applicable requirements, compile documents and make choices, including copiling a SORA risk assessment. We recommend that operators first consider the courses "Introduction to the Specific category for the operators of Unmanned Aircraft Systems" and "Specific Operations Risk Assessment (SORA) for the operators of Unmanned Aircraft Systems." before ordering this service, but if these are not enough, we are ready to help with a consultation service.
